low manifold vacuum
when the cat gets plugged the exhaust does not flow well

Here's how I found out....I started getting a ratlle right where the Y-pipe splits off behind the converter... I found a huge chunk of the interior honeycomb portion of the converter that had broken away and lodged there. On a "99 vehicle I would think you should still be OK.

take it to a muffler shop like tuffy and they can check it doing a pressure check. They will check the exhaust flow in and out of the converter. If it is bad be prepared to spend a lot of money. Probably around $500-$600.
