The reason for the continuance of such policy is varied. Some would say a big-money conspiracy of law enforcement and prison facilities keep the laws in place. Others would cite that it would be political suicide for any politician to suggest decriminalization of marijuana for recreational use. The former contributing to the latter is the more likely situation. Law enforcement officers -- who see the worst of the worst when it comes to marijuana users -- actively petition against decriminalization and citizens believe them. Politicians in turn don't even try to touch the issue, but instead focus on more popular issues.
