It might. But a cheap solution is to cover the whole wall in egg boxes with the prongs sticking out, with some wood nailed at intervals, and then put plasterboard over hte tope. You lose about 3" of room but it really, really works. You'll still get a little transmission, but try just covering with eggboxes and not plastering over yet, and see (or hear) the results.

You could go to a lot of trouble & effort in putting up a 'false wall' with egg box/loft insulation or similar in it, but you will find that a lot of sound will still resonate thru the floor. So it will certainly help but maybe not as much as you might want

Yes I would. When my daughter was little I lived next door to neighbors who liked to party a lot. She needed her sleep. So instead of starting a big hassle over it I went out and bought some cork squares and corked the wall facing their house. It deadened the sounds and make a really nice place for her to sick posters, awards and all sorts of things. It worked well.

From personal experience, a pair of noise-suppressing headphones works up to a point. To go beyond that, try learning to meditate. It won't stop the noise, just help you feel one heck of a lot better about being powerless to prevent it.
