forgot 1 -- Yahoo has plenty of free games -- just look on the search engine and put down yahoo games -- checkers/chess/a game that is Like scrabble -- you play w/ whoever else is online -- and u can chat to whoever is playing w/ u -- they have diff levels too -- beginner, intermediate, etc. etc. -- they have Tons other games besides those 3 -- just check it out and see what you might like and see what games would be suitable w/ your daughter though most of the games i think r suitable for kids.
There you go -- sorry if i gave you too many -- but plenty of safe sites for kids -- and some of them do more then just let kids play games -- some have learning materials for kids and other things that help them learn.

I think that Millsberry is a great game. You just go onto Millsberry.com. It's not a chatting game, but you can design your own charactor and house, plus earn "money" (millsbucks) and buy furniture, clothes, pets, toys, electronics and other fun stuff.
I don't thnk there is any appropriate chatting games besides clubpenguin that is okay for a seven year old. But once she gets to about 9 years of age, you can get her on stuff like
runescape,
robot rage,
neopets,
postopia.com,
nickolodeon wildlife games,
puzzle pirates,
and dofus
or maybe you can look up kid friendly chat rooms for when she gets to about 11, 12, 13 or older depends how mature she is or when she gets to 13 and up, introduce her to Yahoo! Answers.

Don't know about the chat part. But you could try pogo. They have a bunch of little games for free.

www.toontown is pretty awsome for kids and sometimes even teens(i played it when i was 12) i kinda miss it now
