All superheroes of his generation wore tights ... it was union regulations ... Superman had to wear extra shorts on the outside of his because .. well ... he was "super".

I guess he has to wear a couple of layers because he is so very well endowed?, and two pairs of underpants would be as daft as two pairs of tights. I suspect the tights are the crotchless variety though- for that other kind of emergency....ah, it occurs to me, if a young lady were rescued by Superman and all that stood between her and nirvana was a little pair of pants.... maybe the tights are there for safety?

why does he wear tights, ok. Why don't you wear blue jeans while swimming?
The extra Drag, the tights are to reduce aerodynamic drag and make him fly faster.
as for the underpants outside the tights, i think it has to do with then he was origionally designed he looked weird in all blue and they wanted the color scheme of superman to be patriotic, red (replace white with) yellow, and blue.

when superman was created (by Joe Shuster and Jerry Siegal) back in the day (created in 1932 and first appeared in 1938 action comics no1), tights were the sign of manliness (e.g strongman, wrestlers, daredevil acrobats e.t.c) most comics created in this era had their superheros all wearing tights even to this day...

He wears skin tight clothes, bucause of an invisable force that surounds him, but it is only a few millimeters from the edge of his skin.
So to stop his costume being ruined it is skin tight.
Also it helps to conceal it under clothes

Because if you've got it, flaunt it! He's got the body to wear tights, why not? Plus they make him much more aerodynamic.
