The first means I want to help you,and and just be there for you.
The second means are you angry or are you not getting along with me,are you mad or just not talking to me.

1) as stated doesn't make any sense. Maybe the person meant "I wanted to search you out" or "I wanted to reach out to you" ?

2) is internet shorthand for "Are you mad at me?"

the above lines cud mean the following things
i wanted to reach you out.
i wanted to reach out to u so that u cud understand my feelings or emotions. but i wasn't able to.I WANTED to tell u how i feel but cudn't
r u mad at me?
are you angry with me because of something or r u not talking with me because of soething i did

I think the first is trying to say
"I wanted to reach out to you" meaning,
"I wanted to contact you", or
"I wanted to let you know I was thinking about you", or
"I wanted to offer my help to you"

The second one is just abbreviations
the "r u" is short for "are you"

It sounds like they were trying to help you in some way but are worried whatever they did to try to help only made you mad at them.
