If you are speaking of growth in terms of Girth and Length then it will have a postive effect on both.
By constantly enhancing the walls of shaft the muscles will gain an increase in their elasticity.
Of course, if you abuse masturbating then you will tear the tissue and deform your member and might not be able to spawn later in life (depending on the severity of the deformation).

It won't make you go blind, grow hair on your hands or any of the other stupid things you may have heard. It's has no negitive health effects. If you rub your penis raw give it a week to heal. If it's sore give it a couple days rest. Use lube if your not already!
