Get a screw driver, open up the system, and check to make sure all of the cables leading to the drive are securely attached.

There are at least 2 cables, no more than 3.

I'll assume the power cable is fine, since it sounds like the drive opens and closes. The power cable is a couple of thin wires (red, black, and yellow) that connect into a white or black connector, which plugs into the CDROM drive.

Check the IDE cable, which is a thin, wide cable. Make sure it's pushed in all the way both where it connects to the CDROM drive, and where it connects to the motherboard (just follow the cable in both directions and make sure it is firmly attached at each end).

There may be an audio cable for sound, but it wouldn't keep the CDROM drive from reading data discs.

Don't be afraid if you aren't very technical. This basically amounts to unplugging the PC, unscrewing the box, and then pushing firmly on a couple of cables.

If this fails to change anything, you may simply have to bite the bullet and get a new system. A Windows 98 OS probably means your computer is at least 6 years old. That's a lifetime in the PC world.

time to trash that computer and get a clean one. theres no longer something a lot you may do in the adventure that your living house windows ninety 8 isn't operating anymore. that purely signifies that that is previous and that is time for an improve. my living house windows ninety 8 used to do the same element. like if i placed a web disk or cd in, it ought to easily spit it acceptable decrease back out or it purely would not do something. and it may not even connect to the internet anymore. so i had to get an all new computer with WindowsXP.
