Well, that's a double-edged sword. An Irish writer like W.B. Yeats was born and raised in Dublin but he divided his time between Dublin and London. In fact, Yeats spent a lot of time travelling to places like Paris, Rome, and London. As far as writing goes, much of his work was produced in Ireland. His plays were performed at the Abbey Theatre and his poems were all originally published in Ireland. Other Irish writers like Shaw, Wilde, and Joyce did the same thing. Shaw spent a great deal of time in London, as did Joyce.

I don't know exactly what you are asking, but if you want to read a good book set in Ireland by an Irish author read Angela's Ashes by Frank O'Connor.
