I'm guessing that we're talking about an apartment wall. If so, and you're doing this yourself, you will need to do two things for the most effect. First, add a second layer of drywall to that wall. Mass will attenuate many frequencies. (If you do this and there are electric or other outlets on that wall, they must be extended out by a competent technician or electrician. Next, add either a fabric wall covering which is accoustically rated or else hang heavy draperies across that wall. With this, you should reduce the noise by about 20 Db. That's enough to take a loud noise and reduce it to conversation loud.
Now the bad news, this will only reduce the noise that you hear. Without extreme measures you can not eliminate all of the noise. You will still hear and possibly feel the base (low) frequencies. Your floor, the heating/ air conditioning ducts, even a ceiling will continue to transmit noise.

Its funny because I was just reading a book I got for yard plans. The book is "Home Masonry" it's by Black & Decker.
In the book it talks about useing blocks to reduce the sound and visability of the people next to you. The kind of blocks are many and you can build them up to 3 foot high before useing some sort of reinforcment underground. I have not used this in real life "yet" but plan to. You may want to check you local harware store for ideas and price. I think i'm going to use some fast growing plants one mine. Why spend your money, that wont actually stop the noise. Go to your local council and register a complaint under noise abatement legislation. Free and very effective.

Depends on how noisy your neighbor is, I guess the answer is within how much value you place on your sanity, or if it is after 10:00 pm most counties have noise curfues.

We need more details, what's the noise pollution? music, door slamming, kids, i feel for you, we've just moved over excessive door slamming until 2.15am every night! we now have a detached
