they aren't pimples. they don't seem to want to come out...don't know how else to explain them.. just weird.

This could just be caused by dry skin. Try applying body lotion on the area for several days and see if anything changes.

Sounds like Keratosis Pilaris. It is fairly common, and certain creams can help. Look at HelpForKP.com

I used to get those in patches on my arms when I was in my teens and twenties. They never itched or anything and eventually they went away altogether. I am female .

i used to have those on my face, but my doctor said maybe they would go away when i got older; they are gradually disappearing. so don't worry- i know people who also have those on their arms.

dry skin? use little lotion and wet them a lot
goosebumps? (nah... they stay for only a period of time)
old mosquito bites?

i get those and i put psoriasis medicine on them and they go away.
