I'm not too great with area numbers, but I at least understand your question, since I actually live in Seattle.
Capitol Hill is one of the larger districts in Seattle - extending from First Hill to the South, I-5 to the west, Lake Union/Washington to the north and Madison Park to the east. So, put that all together and you've got your area.

im not sure how big Capitol Hill is. Its one of the larger neighborhoos. Broadway is the main street with shopping, food, churches, even a community college. It runs down into Madison Park and into Pill hill on one side, is bordered with I-5 and Seattle Center, Queen Anne on the other side. There are alot of great shops and buildings up there, and if you like to people watch, you never run out of things to do and see up there

Capitol Hill is a neighborhood in Seattle. Mostly residential with Broadway being the main shopping and club street. Very eclectic kewl neighborhood, safe, gay, straight, fun.

The capital of Washington state is Olympia, not Seattle. So, I'm not sure I understand the question....
