Well a couple of things, first you could try putting you script on craigs list and look for investors to fund the costs. I know it worked for one indie film at least.
If that doesn't work out the only other thing I can help you with is there is a pretty good ( still in beta though) open source video and animation program called Jahshaka http://www.jahshaka.org/
that should cut a couple grand from getting a video camera
you also might be able to borrow equipment from you local cable access statiion.

It's much easier today with the inexpensive digital video recorders. I own a Canon XL-1, which is the benchmark indepenent film camera. That's your first step, getting a camera. Lots of them out there, some cheaper and some more expensive than the Cannon. Next you have to get digital video editing software. I have Final Cut Pro 4 on my Mac. It is an amazing program. There are others but I am not familiar with them. You will also need lighting, which is critical to the look of your film. Generally you need 3 light sources for a scene: key light, fill light and back light. You will have to read up on a crash course in lighting techniqes. Then comes the sound. Best thing to do at first is just get a boom stand with a unidirectional microphone. Sound quality won't be great but it will be okay for your first attempt.
What's your script idea?

Get yourself a camcorder that you can hook up to your PC after you film your shots. Then try some different editing software for making videos. There is a ton of stuff out there. Magix, Ulead, Video Factory, Windows Movie Maker. And those are just the low end 50.00-70.00 dollar programs. If you want to get real, real technical there is tons of high end programs if you surf the net for them. Use a keyword during your search like... Video Software, or movie editing software, film editing software...etc...
Good Luck, let us know when you get it made. Post it on You-Tube.com afterwards so everyone can see.
Peace!

Go purchase or borrow a camera and film it. But if you want to make it for real and have it shown in theatres, yopu must mail yourself a copy of your script (poor mans copyright0 then condence your script down to one to two pages a synopsis, then send to script agents, try and get an agent then have you agent do the work of selling it.

There are many people who do this with a home video camera, as the quality has risen over the last few years to get some quality out of it.

ok, well if you have a camcorder record it. Then upload the cd your camcorder came with into your computer. Then turn your camcorder on to the recorder thing. And attach your camcorder using USB streaming to this thing that's supposedly in front or behind you CPU (where your printer's attached.) Then using the software you got with your camcorder edit your movie. And if you have a burner burn it on to a cd or dvd. (i've done it a thousand times.)

Now film it. After filming try to sell it to an independent film company.
