If the time cards are all hanging on the wall in a public place, it'll be hard to stop. Not sure why you'd care as long as hourly rate isn't on the card.
If you're the employer you could make a rule about it and, like any other rule, have disiplinary measures in place.
You could move the cards into an office where someone is always keeping an eye on them. This should discourage those browsing.

You could use one time card per day, have them locked in a box that people put their time cards in. They grab a new card, write their name on it, clock in, clock out, put the time card in the box. You can also switch to an automated system where only management gets a print out of everyone's hours. You can also post a camera and warning sign that anyone caught checking someone elses time card will be penalized some how.

i hate nosey people, you can lie to them and say oh i left it behind at my locker, purse, ect and say oh i am in a hurry today, i have to go to a cookout., ect.............yeah, some people think that they have the right to know..it very annoying
and why they need to compare timecards? u both are gettign same hours LOL

There's no way they should be doing that. Inform management or a supervisor. It's against most company policies, and some take it serious enough that people lose their jobs over it.

complain to the management, ask them to install a computer driven time clock that reads employees i.d badges, the only person that will see the hours worked will be h/r , it will also make tracking time easy for your company heads.

Ask your supervisor to deal with it. If you're concerned about being seen as causing trouble, send a well-written note to the supervisor anonymously.
