The U.S. census bureau provides numbers on this.

The list of (88,799) surnames in the 1990 census is found at
http://www.census.gov/genealogy/names/dist.all.last

The entry for "Crouse" reads:
CROUSE 0.005 55.040 2554

which means
*.005% of the population has this name
*55.040% of the population has this name OR one of the names listed above it (=cumulative total)
*the name ranks 2554th on the list

(Assuming a 1990 population of 250 million that would be about 12,500 people)
