try to degauss it.
bring up the menu, then find degauss. it will be a U on its side with a line through it, like a NO sign.

If the other suggestions do not work and the monitor is a CRT then you can buy a monitor focusing tool. It is a thin piece of plastic with a flat head on the end. You shove it in one of the holes on the side of the monitor and find the sweetspot (this may take awhile) and turn the tool. Mess around between the two holes until you get the disired focus. I would just buy a new monitor if the monitor is old.

There are no chances in making your monitor clear, if your monitor is used for about 4 years or so, you must change it. in other case, there are options you can do but advisable to do because it is factory default or factory set that already in a stable way. you can open up the back cover of the monitor, and you can see a componect the is black in color that was connected to the picture tube, colored it in red, you can see a small switch or knob that can rotated, rotate that counter clockwise or clockwise and notice that your monitor output changes. there are variable resistors too that can be seen inside the monitor, that is used to change the color, size, brightness.
