You've mixed up the quotations.
You give someone your two cents worth, but you get a penny for your thoughts. That means you have to think twice as much as you speak to break even....

It depends on how much you are willing to pay for someone to hear your opinion. The terms are "I'm putting my two cents worth into this conversation" and he is willing to give me a penny for my thoughts. Obviously I think more of my opinion than he does.
