Assuming you are running Windows XP...
Click the My Network Places icon, and in the bar on the left run the Set up for small or home networks (may say "Wireless Network Wizard" instead depending on wireless card).
That should walk you through the steps of setting up a wireless network

Once done, click the start button and select Run
Type in: cmd
In the window that appears type: ipconfig
Four lines of information should display
Please repost with the second line (IP address)

is it your Wireless Access point? If so, then you need to make sure your settings are correct, IE if you are using a WEP key if you typed it correctly. If you are trying to connect wirelessley to someone else's router, or access point, then you probably are not authenticated meaning wrong WEP or WPA key.... or it means they may have set it up to only allow certain MAC addresses to connect to the outside world. That's pretty hardcore if they did that, but us geeks like to do that at times.
