First of all, Argentina was not colonized by the Italians. The country was colonized by the Spanish monarchy, like most of South America. The Italians immigrated later on in the 19th and 20th centuries, along with the Germans, British, and French (although the number of Italians was much greater). The reason why there are not many blacks in Argentina is because the few slaves (for slavery most definately existed in the country) of African descent that lived there had offspring with the natives (indians).

Argintinia never imported large numbers of slaves. This was likely partially because the natives of the area managed to defeat the Spanish repeatedly. It took many years before the Spanish were able to secure the area now known as Argentinia.
Argentinia did however see a large influx of Europeans in the 1800s and early 1900s.

I really don't know but i'm guessing that argentina never had slavery, which is how blacks were "imported" to most american countries. It's just a guess.
