Three seems to be the common answer, but think about it if you saw three people walking down the street would you say it was crowded? Would that look like a Crowd of people to you?
I don't think so... I'd say 10 or more people would make an actual crowd of people.
The term three is a crowd is more meant for the third wheel that tags along on a date or won't go away when you want them to and hence makes you feel crowded. But three people does not make a crowd.
