Well, since she just a good friend. Women always love to get jewelry. Get her some earrings, of a nice necklace with a pendant. Nothing too flashy, just something that says thinking of you(make susre it's something you can picture her wearing.

A pack of cigarettes??? Uh... let's skip that one. The voter registration idea is cute... but she may have already filled that out at DMV and her card would be sent to her automatically when she turns 18 :)
If you're after something really special or extra nice... if you know what sort of musical groups she likes, or if she likes theatre or dance, tickets to a concert or other stage production would be good. Some are not that expensive, but it can be really fun to go see Community Theatre or even Children's Theatre as the actors usually range in age up to 18.
You could either give her two tickets period... or two tickets with a note that it's for you guys to go have a night out together.
Or... you could do the same thing with dinner and a movie...
As an aside... my birthday is Wednesday too :)
