Use Dreamweaver from Macromedia / Adobe ! they give out much better code than Frontpage.

My first recommendation, don't use FrontPage. It creates horribly bad code that may not work in all browsers. If you don't have anything else, a simple text editor is your best option (info on html tags and more can be found at http://www.w3schools.com/)

As to the rest of it, what sort of site is it? Most of your question really revolves around that. Once you find a focus for your site, create a url related to that

You need to purchase and register a Domain Name. Web hosts like GoDaddy.com allow for all-in-one setup, whereby you can purchase a domain name and hosting at the same time.

If you already have a web host, simply do a web search for domain registrars. You'll be able to see if your domain name is already taken and purchase one.
