Commonly, the Mic is muted and you need to un-mute it. Assuming you have the litle speaker icon in your taskbar for volume, double-click it to bring up the full control, then uncheck the Mute box for Mic if it is checked.
Also, for video, a broadband connection is needed - video over dial-up is nearly impossible - there's too much data for it to handle.

well i have a webcam and a mic on my laptop and they work fine. laptops are basically a mini pc that you can carry around and use batteries.
