Also, get a USB webcam and install it, Then, you should be able to use any of several programs (The newest MSN Messenger will do it) to communicate with video anywhere in the world. Generally, the only catch is that the person you want to talk to needs to have the same software installed.
Commonly, the Mic is muted and you need to un-mute it. Assuming you have the litle speaker icon in your taskbar for volume, double-click it to bring up the full control, then uncheck the Mute box for Mic if it is checked.
Also, for video, a broadband connection is needed - video over dial-up is nearly impossible - there's too much data for it to handle.

well i have a webcam and a mic on my laptop and they work fine. laptops are basically a mini pc that you can carry around and use batteries.
so i would say the answer is no
