You've got to use a product such as Natures Miracle or OUT that will neutralize the enzyme from the urine. Using other cleaners will just mask or dilute the urine into the carpet and the pad even more - the odor will remain.
Using these types of enzymes will mean that you have to liberally spray the product enough to soak into the carpet and to the pad. They actually work, and not just with urine but any kind of protein stain - you can use them as a spot treatment for your laundry too. The best thing is the odor is eliminated too, it might take a few treatments but it works. Oh and by the way, we use in by our kids commodes - cause our little boys sometime miss their target, and it eliminates the odor and stains there too. Don't forget if you can pull back the carpet to get to the pad, do it and spray the product there too. Talk to any pet store and they will agree. Good luck

The only thing that works for us is renting a Rug Doctor. May take some time (repeatedly going over the worst areas) but it will make the carpet look and smell as good as it can be without replacing it!
