It depends what sort of look you are after.
Go for kohl if you want a smudgy look, or for a more defined 50's look (which is in at the moment) go for the liquid liner.
To steady your hand a bit whilst applying the liquid liner, have your mirror in front of you and rest your elbow on a table and with the other hand slightly stretch the eyelid sideways and create your line starting from the inside out.

I am a make up artist and here are some tips.
what you need:
eye liner brush
eyeliner
mascara
It takes alot of practice to get that perfect line or just to use the eyeliner itself. I like to put liquid eye liner on with a brush its easier. Then after you apply the eye liner(should only be at the top to get the good look) make sure its completely dry. The apply mascara.
If you doing the whole look start with eyeshadow
Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.
First, close one eye and gently tug and hold the outer edge of the eye taut with your left hand. With your right hand (lefties, vice-versa), using short strokes, line from the inner corner of the eye to the outer corner, using a slight upward sweep at the outer corner. The upward point gives the illusion of gradually longer lashes (after curling and mascara, of course).
To steady a shaky hand when you want to apply a liquid liner, standing close to a mirror helps. Stand close to the mirror and allow the back of your hand to gently touch the mirror. This steadies the hand while you are applying the liner!

Liquid if you want real definition, kohl if you want a nice smoky look. I discourage dotting if you can't do it with little dots. If you get big dots you end up with either a lumpy line or a very thick one depending on how much you try to correct it. I go with the line of my eyelashes, just painting the very root of the lash and just above it. The little flick at the end seems a little trashy to me but to each her own. I tend to only do the upper eyelid, because it seems to open the eyes more. Hope this helps!

Smokey Cats Eyes. Ingredients for powerfully sexy eye makeup:
Black eyeliner pencil Khol. Ensure that it is sharp.
Black eyeliner brush Liquid. The thinner the liquid eyeliner is the better.
Eye shadow brush. Thin stumpy bristles are best to maintain control.
Dark eye shadow. Irridescent rather than flat matt (too hard), or shiny (too messy).
Highlight shimmer for under the eyebrow. Avoid garish looking ‘high glitter’.
A good eyebrow pencil. Try to select the most natural shade for you as possible.
Eyelash curlers.
Black mascara. Obviously choose a quality brand to avoid clumping and ‘spider eyes’.
Step-by-step instructions for smokey cat eyes:
Apply your foundation, under eye concealer and powder.
Using your black eyeliner pencil (Khol), start from the front corner of your bottom eyelid. Draw a soft smudge line to the end of your lash line.
Use your eyeshadow brush to apply the dark eye shadow over the top of the smudged line for a soft smoky look. Ensure that the edges are neatly blended.
Then take the liquid brush eyeliner and apply as close to your lashes as you can on the top lid only. Make the line as thick and pronounced as you wish, but make sure that the line is thickest at the outer corner, and thinner as you go inward.
Apply another smoky coat of eye shadow with the brush to blend the harsh edges.
Subtly blend your darker eye shadow up from your lashes to your eye crease. Then apply a shimmery highlight in white or cream under the outside corner of your eyebrow.
Use your eyebrow pencil to make your eyebrow curve more pronounced.
Curl your eyelashes, then apply thin coats of mascara, building the layers up gradually to avoid clumping.

first off you don't get kohl in liquid eyeliner, only in pencil form i believe. tips for application are-take your time, ALWAYS rest you elbow on a table or something and get plenty of product on the brush so you don't have to redraw it and risk messing it up. also before you buy a liquid eyeliner, look at the brush and try to buy one with a tapered end instead of a straight cut one as this will aid application. oh and PRACTISE-alot. have fun

liquid is better for ur eyelids, u need to lean down so ur elbows resting on a unit with a mirror infront of u, take ur time n it should go on well, use kohl around the bottom rim of ur eyes 4 full effect

Liquid is better because it doesn't smudge easily....i prefer kohn though as its easier to apply....
Try applying the eyeliner while your eye is open then you won't be tempted to blink...or try resting your hand on your cheek to steady it..
I find Mac's Kohl best...even though its a pencil it lasts for ages.

Liquid will saty put for longer, and will create a strong line. To apply it, close one eye, and pull gently towards your temple, then run the brush along the top of your lid, just above the lash line. If you arent able to get a straight line, try dabbing tiny dots of the eyeliner along the top of your lashes, then using a cotton bud, smudge them together to form a line. Khol will give you a softer line, and is much easier to apply to bottom lashes that liquid - try to avoid applying to the inside rim of your eye, as this will make your peepers appear smaller (outside will make them appear larger)

lean on hard surface so ur hand doesnt shake as much for liquid or kohl eyeliner.liquid eyeliner gives a more dramatic look.but kohl eyeliner gives a much a more softer look
