1. Your facts are incorrect, Nixon did not sponsor the break in at Watergate, he simply covered it up and because he was such a personally vile human not only the Democrats but many Republicans wanted him impeached.
2. Bush did not steal anything. The people charged with legally looking at the election results did not find wrong doing 'any more' than normally occurs in elections. Robert Kennedy's article is poor or at least too late. Oliver Willis said, "I don’t personally believe ‘04 was stolen, but the theft of 2000 was pretty clear. But its also kind of moot. There’s no undoing either election, and while the challenges from both Al Gore and John Kerry were not vigorous enough, if the margin of victory was better than 0.5% and 3% these things don’t matter at all. Yes, the Democratic party should have as one of its foundational elements that it fights for the right to have every vote counted - but those kinds of beliefs go nowhere if we lose elections in a squeaker."
3. Bush's actions have never been proved 'illegal', thus because he did not lie about some smegma on a dress he is safe from persecution and prosecution. Also, the "lies" he told congress are the same "lies" Clinton used to bomb Somalia. They are the same "lies" that Kerry and the French, Italian, Israeli, Russian and English intelligence told us and each other.
4. Bush's direct actions did not cause the death of any person. The people that pulled the trigger on the airplane into the World Trade Centers started the Dominoes of Death. Every action has an equal and opposite reaction. Radical Muslims believe they have a right to kill any unbeliever. The thing that Bush and many others believe is that self determination is the best way to have any people govern themselves.

The only statement you make that is even remotely close to the truth is about the debt and deficit. But that's hardly an impeachable offense, since the budget is actually Congress' Constitutional responsibility.
You see, in order to impeach Bush, you have to actually have to prove that he broke the law. Just saying so doesn't make it so.
Bush didn't 'steal' either election, and the 'evidence' in the RS article doesn't necessarily support Kennedy's conclusions.
Lies - name and prove one. For it to be a lie (such as "I did not have sex with that woman, Miss Lewinsky.") it has to have been known to be untrue beforehand. If you're talking about the WMD, not only did they exist, but every intelligence agency in the world believed he had stockpiles of them. How is that a 'lie'?
'Illegal' war? Based on what 'signed treaties' exactly? Name those treaties! In fact the UN brokered ceasefire to the Gulf War, as well as all the subsequent resolutions, clearly allowed for military action to force Saddam to dismantle his WMD programs and destroy his stockpiles.
His economic policies may have resulted in increased debt and deficits, but the economy is booming. 18 or more straight quarters of growth, the latest being at a 5.6% rate, which is very, very good. Low unemployment, and all economic indicators are positive. Plus the government tax returns are increasing so much that this year's deficit will be at least 100 Billion less than expected. That's not insignificant.
Whether he's made the nation safer is open to debate, but whether his policies to do so cost money or in the long run work are, again, not impeachable offenses.
And, the truth is that Nixon didn't 'sponsor' the break-in. The problem is that when he found out, he tried to cover it up. Same reason Clinton was impeached. Not for staining Monica's dress, but for lying under oath about it and obstructing the subsequent investigation.

How can you ask for an "honest, non-partisan, sane" answer when your question is not?
First - Nixon was NOT impeached. Check your history books.
Second - Bill Clinton WAS impeached. Again, check your history books.
Third - There is absolutely NO evidence that any election was stolen. The Democrats have not provided one single voter who was disenfranchised. Not ONE, and it would take thousands to prove that the election was "stolen."
How can you say the nation is not any safer when there have not been any attacks on American soil since 9-11? You really think that's a coincidence?
Perhaps you should stop reading your liberal press and start looking at some facts from the other side. You'll be surprised at how both sides can claim that exact opposite things are true beyond any reasonable doubt. You may not believe the other side, but hopefully it will open your eyes to the idea that your side may not be completely truthful in their "facts" either.

1. There is no evidence that Bush was personnaly linkable to any conspiracy to commit voter fraud in either election.
2. The Supreme Court determined the outcome of the 2000 election.
3. No actionable evidence of illegal vote manipulation or tampering has been presented for 2004.
4. If you are referring to the Iraq war the use of force was authorized by the Senate and the House.
5. Debt and deficit are not impeachable offenses. Indeed the House and Senate have responsibility for tax cuts and budget expenditures and allocation.
6. Failure to make the nation safer is not an impeachable offense.
Conspiracy to commit burglary is a felony and therefore impeachable. It is also a felony to try to cover up the involvement of those directly responsible. Nixon did all these things but was not impeached. He resigned rather than face impeachment.
Clinton was impeached for lying under oath and was not convicted.

Did Bush really lie to the American people or did he just have bad intelligence about WMDs? Of course, if WMDs are all that is needed for the US military to invade a country, why aren't we invading North Korea? I digress.
Isn't the nation safer? Do you think there would have been more hijacked planes without the Department of Homeland Security? That would be hard to prove. Would there be more terrorist attacks if we didn't invade Afghanistan? Who knows. If we didn't invade Iraq? Is it better to have terrorists killing Americans on the other side of the world instead of in the USA? I can't answer. Should JFK and LBJ been impeached for getting us into Vietnam? 55,000 dead Americans more or less for nothing.
Poor judgement is apparently not always an impeachable offense. I don't know if W stole the 2004 election, but either way, even after 4 years of his policies, millions of Americans wanted more of him. If there was someone in the Senate who had a pair, maybe W would be impeached. Maybe W isn't impeached because everyone else in government would have to raise their ethical standards (and not just their salaries).

I will do the best I can to be non-partisan, as I haven't seen that in any other answers. The standard for impeachment for a president or any other executive branch member is that they have committed treason, bribery, or other 'high crimes and misdemeanor'. The law is deliberately vague on what that last part means, but it is generally limited to committing a crime or felony. Unfortunately, or fortunately for others, Bush's 'lies' aobut the economy, Iraq, or the election are not crimes. When there was an attempt to impeach Clinton it was based on his lie under oath, perjury, which constituted a crime. So far to date, I have not seen that Bush has been charged with that. Nor can he be charged with an 'illegal' war in Iraq. The constitution gives the president the authority to deploy the armed forces as Commander-in-Chief. In attacking Iraq there was no declaration of war, so the president was exercising his power to act as Commander-in-Chief. The right to deply armed forces w/o a declaration of war has been exercised by every president democrat or republican since 1950. So despite as partisan as we have become the law and the constitution simply does not allow for impeachment. When making political promises becomes a crime, then we can talk.

Geo.. Nixon resigned because Congress said that if he didn't resign he would be impeached.
Bobby Kennedy was also on PBS's Charlie Rose talkinga about this on July 6 if you want to check that out. He is saying they are collecting evidence proving that 11 states that went for Bush were actually won by Kerry.
As far as him not being impeached, that answer is obvious: he is the first president in our history to not veto a single bill. Why? That's why he won't be impleached. He is nothing but a tool giving the Republican party everything and anything it wants.

I'll give this generalist an answer only a generalist could understand....there is absolutely no way that an honest, non-partisan, and sane answer to be given because the question and the person posting the question are anything BUT honest, non-partisan, and sane.
For the rest of us-he'd never buy any honest, non-partisan, and sane answer that would support the fact that Bush has acted within the law. No elections were stolen...even the NY Times couldn't prove it....and there isn't an organization that wouldn't love more than to find a reason to oust Bush.

WMD's WERE found. OVER 500 of 'em. NO LIE THERE.
Economy is doing very well, especially home market. If it's failing so bad, why are home sales at a all time high?
U.N. is useless democratically controlled waste of time.
When was the last time WAR did not cost a country money and/or lives? Speak to anyone in the military that has been in Iraq. We ARE winning and fighting for a good cause. You wouldn't know that watching Clinton News Network (CNN ) though.

It is hard to give a non partisan answer to a very partisan question.
He was elected and after all of the scandals or whatever you want to call it, he is the president.
Someone always wants the president out of office.
The important thing is that the people of this country put him there.
Every president has issues.
Everyone has lied, in someone's opinion and stretched the rules to his benefit.
It happens all over the world so why not in our countires highest office.
I know he should be set to a higher standard than you or me but he is still human and doing the best he can in his situation.
This goes for all presidents not just the current one.
Just remember that impeachment does not always lead to him losing his job.
Bill Clinton was impeached and was still president.
The good thing for you is that there is another election in 2 years.
I hope you are happier with those results.
