We want to sleeve 4.5" steel dock pipe that is rusty,etc.
The purpose is cosmetic. Plan is to cut pipe and snap
over existing pipes (about 8' tall) Would probably paint
the plastic if a color is not available.

Any standard PVC pipe should do...since you are only talking 8' lengths...instead of cutting i'd just buy a slightly larger size and slide it down, over the old pipe. You can paint the pipe ahead of time to the desired color.

I'd also suggest pumping out the interior water once you do it...the old pipe will last longer that way You might have to change the PVC piping out every few years if you get overly cold winters...otherwise it should last a long time.

most schedule 80 pvc pipe would work for your app. the only difference would be the cost. just make sure it is schedule 80(sch 80 has a thicker outside wall). also use a heat gun to give a little flex to the pipe
