TOEFL is Test of English as a Foreign Language. It's given to people who want to work or study in the US to make sure they can communicate effectively in English. It will be very difficult to get anything done if you can't communicate with people.
The test is most often required for foreign students who wish to teach while studying at a US university. Judging by the TA's I've met, it isn't hard to pass.

It is TOEFL (test of english as foreign language) test. It is for students who don't have English as their first language. This is mostly required for applying for a university in the US or other english speaking countries.
