Yes, you are quite right. Many of these headline writers are really more head cases. And the headline you picked is not the worst I have seen.

I define 'quiz' as to 'ask questions of'. when you have limited space 4 letters is better than 16 (if you cound spaces too!)
And i guess one of the questions would have been 'did you do it?' and probably 'where were you at the time'/
I do not consider this a bad headline - we all knew what it meant.
perhaps if they took in a guy and then did not quiz him then that would be more bizzare headline.
The grammer is not good though: was the dead shot 4 times, or were there 4 dead people who had been shot?
