Clinton is the best in my lifetime. Rubinomics is probably the best economic idea ever. Yes, in 2000, we were headed for a recession. However, number of economic theorists have said that the 2000s recovery was caused by low interest rates. These low interest rates were caused by Clinton's policies, so he caused the recovery to the recession at the end of his term.
FDR was the best all time. It gave us the economic controls that have prevented the U.S from entering a depression since the 1930s "Great Depression."

There are a couple, difficult to determine which is "best" due to inflation, monetary policy during the presidency, etc.
Franklin Delano Roosevelt
William Jefferson Clinton
There are more but these presidents had some of the best policies. It is to note that Clinton had one of the ONLY years in modern US history where we as a nation ran a surplus!!

Ronald Reagan, there is no contest. The tide really turned on his watch. Inflation went form 15% to 3%. He single handily won the cold war and started a political revolution that continues to this day.
All this was done with congress and the news media overwhelmingly stacked with his political enemies. Remember every time he sent congress a budget Tip O’Neal said it was, “Dead on arrival?”

I'd say Clinton. By cutting spending and managing things more efficiently, his administration brought us the closest to a balanced budget we've been in recent memory. And they did it without any of the huge tax increases Republicans keep falsely accusing Democrats of favoring.
