It is possible that there were dormant flea eggs down in the basement that became fleas when the water came in. Just get some of the flea medication from your vet, or one of those pet mediation websites, that should take care of the problem. From time to time I see fleas on our completely inside animals, they just have the ability to be just about anywhere.

No. Fleas are generated by jumping from one pet or another, the licking of paws after being in the outdoors where eggs have transferred etc. They also go through 4 lifestages that are affected by climate, not floods.
