The person who passes the ball to another player who then scores. There is no assist when the scoring player has made a run with the ball before scoring or when it comes from a free kick, throw-in etc.
It is sometimes stated as follows in magazines (etc):
The Netherlands - England 2-1 (0-1)
34. 0-1 Rooney (Cole)
67. 1-1 Van Persie (-)
90+2. 2-1 Van Bommel (Boulahrouz)
The Van Persie goal would then have come from an individual action.
BTW just an example!
At the end of the season magazines will also compile topscorer lists which include assists.

Typically, I haven't heard the term 'assist' in football (I mean soccer). The only times I have heard it is from American Commentators. I presume that the term 'assist' has been carried over from American sports (mostly basketball) where a person scores a point with the help from a pass from someone else without dribbling the ball more than 3 times.

Say, A pass the ball to B, and B made that goal because of A's pass. Then we said, A made an assist and B made the goal. If B pass the ball to C, and C made the Goal, then B made the assist, C made the goal, A did nothing.

BASICALLY ITS THE MAN WHO CREATES THE CHANCE FOR THE GOALSCORER,e.g.Beckham crosses for Crouch to score. Beckham has an ASSIST in the GOAL

WE (the rest of the world) don't use the word assist. Don't need to keep track of that crap, we recognize the contribution but don't need to record every single one.
