First of all, nowadays, it is hard to find a free web hosting plan with no ads. If you can deal with the ads on your page, that's one thing; if not, maybe you should consider paid web hosting plans.

Second, are you looking for someone to do the web page for you? Or are you looking for someone to give you tips on how you can do the web page yourself?

Third, I am a web developer myself. Please feel free to contact me if you have any other questions.

In simple terms, Web design is the art of make a functional electronic page for the Internet.

There are pros's that you can explain what you want and they make a program (there are various languages ASP, C++, HTML, etc).

Also you can "do it yourself" with program that you buy for $50 or less.

As a tip i don't know if you have those service already, but the web hosting, that you may need, you can find some for free(depends the capacity of display or storage that you need for your page) and other for few bucks often in reliable providers.

Other services like a visit counter you can download it for free, a Pay Pal, for few dollars a month, sometimes is better pay a year in advance for great saving offers.
