How can I make my sister to stop being so annoying and hooligan-ish?

She is 4 years older and is sitting behind me pulling my hair right now....And singing Phantom of the Opera.

Step one, you need to lighten up ... I'm sure that when you're annoyed that this fuels your sister into pestering you more. Once you stop amusing her by being annoyed, she'll get bored with you and find others to show her hooligan skills to.
