Measurements of time are strictly a matter of convention. There is nothing in the nature of the universe or anything in it that enables us to determine exactly what time it is at any given moment. So we make certain agreements with each other. Whatever time it is at the official timekeeping station in Greenwich, England, that's what time it is.
