a simple equation for this problem that will give you a rough estimate is to take the height of the eye sight in feet (2640) and multiply it by 1.5 (3,960) You then take the square root of that number, to get the distance of sight in miles. Your result will be between 63 and 64 miles, so yes you will see the ocean given that there are no other varibles that would hinder your eye sight.

Not paying attention to smog and intervening mountains, etc. and just treating it as a line of sight problem from geometry, I get a rough estimate of 63.24 miles to the visible horizon. So, I would have to say 'yes'. However, my math was based on it being 27,000 miles around the earth.
Done without reference.

Not enough information given. What is the weather? What is the level of smog/polution particulates in the air? What natural obstructions are there (mountains)? Are there any squirrels in the balloon with you?
