u can call 911 even if ur out of minutes.

No. 911 doesn't have text messaging.
However, a pre-paid phone that's out of minutes can STILL dial 911.

I believe cell phones can call 911 even if service is gone

NOPE you can't text 911
Hey but you can call.. And check this out also, You don't even need a SIM card or service provider to call emergency 911 or 112 for Europe and Asia.
Its better calling then textin right?
