I am trying to find out how big to make my quilt for a twin size bed with overhang, but no tuck for the pillow

It really varies depending on how much you want it to overhang, but here are some examples.
W x L
70" x 87"
66" x 93"
67" x 85"
69" x 87"

Some good advice here, but also don't forget the pattern you
have selected. Best advice, draw out a grid pattern on paper,
that will show you how it will look on top of the bed. You don't
want a pretty pattern falling over the edge (on the sides) if you
didn't want that to happen. Its a challenge I know, but its worth
the time you spend in planning, because that quilt will look great.

Measure your bed.
Then go look at the quilt batting in the stores.
Your quilt block patterns are in standard sizes; 6", 10" 12" etc. It depends on how many blocks you have, how big they are and how you set them together...as to how big it will be. It's all a matter of simple arithmatic.
