Action Replay is really the only way to really "cheat" in sapphire. Believe me, I love looking up all the cheats on games.
These aren't actually cheats, but tips you may not know.
-Rayquaza is on the north side of the route just right of pacifidlog
(you need the mach bike)
-if you navigate the rapids to the left of pacifidlog, you find a point
to dive which leads you to the access point for the regis (they
use brail as a code)
-after you beat the elite you can go to steven's house on
mossdeep and take the pokeball containing belldum off his
desk (he left it for you if you read the note)

The only cheats in that game come from Code acessories

there aren't any really. you may be able to use a gameshark-like device to get certain pokemon or items, but there aren't really any secrets or cheats in the game.

There aren't any glitches like red blue and yellow but you can use a gameshark or action replay but they might mess up your game
