He is not drunk, he suffers from dementia from being left for dead by the captain in the first movie.

I don't know if Jack Sparrow is gay, but he's definitely flamboyant.

Jonny Depp doesn't protray the Jack Sparrow as the macho, swashbuckler type most pirate charachters in movies tend to be....He's definitely a little "light" on his pirate boots.

Aspects of Jack Sparrow were based on Keith Richards of the Rolling Stones.....mainly, the drunk and high all the time Keith Richards.

I can easily see Jack Sparrow falling off a coconut tree, just like the real Keith Richards did! LOL!

He plays the role as if he was Kieth Richards of the Rolling Stones in order to give Jack Sparrow a more 3 dimensional character (lifelike) so a lot of the movements he makes are mimicking Kieth Richards. People just think he was acting gay because they didn't know this.

Well, he definetely falls in the definition of flamboyant.
1 often capitalized : characterized by waving curves suggesting flames
2 : marked by or given to strikingly elaborate or colorful display or behavior

As for gay, that is just stupid since he has definetely shown an interest in women (Elizabeth, the prostitutes on Tortuga etc).

Mainly because his character was written to be ,shall we say a little different or memorable. Also there was a little medical problem (heat exhaustion, i think) he had on the set of the first movie. the powers that be thought the resulting conditions added to the character element of Capt. Sparrow and liked it. Johnny Depp is a good enough actor to duplicate the conditions outward signs in his portrayal of the character. The rest is how they say "history".

He;s always tipsy, but not gay, yet he is a bit flamboyant. He acts that was because he's always drinking rum, he obviously likes women because he's always getting slapped for leaving one for the other. Also, he and Elizabeth share a kiss, so if he was gay I reckon he wouldn't have been kissing her.

He is a drunken, weird pirate. And he does act a little feminine. But I don't think it is to give the illusion he is gay, it is to show that he is just a little off his rocker. Not the typical pirate.
