May be your fish loses its fins because of a disease. If before it lose the fins, you saw an inconspicuous white line in long of outer border of fish fins and then this line slowly extend to all surface of fins, then it is a disease which called fins decade. This disease at its final stage causes ulceration that is the germs home and can kill your fish. For curing this problem you can use 2 ways:
1-You can use a 500 milligram amoxicillin capsule. Mix its inside powder with 20 gram of fish food and give this mixture o your fish along 9 days, each days 2 times.
2-You can input the powder of a 500 milligram amoxicillin capsule into your aquarium by the ratio:
For 150 liter of water use on capsule, do this for 3 days. and it is better that you add one spoon salt for each 30 liter of water.

In a tank with other fish it may be fish niping his fins. If he's in a bowl then it's most likely fin rot brought on by bad water conditions. If it's not other fish nipping him you need to completely clean his bowl, and gravel with hot water. If he's in an unflitered tank or bowl are you changing his water at least once a week. (Really small containers may require water changes every 3-4 days.) Be sure that the new water you are putting in is about the same temp as the water he is in. (Back when I used use bowls I let the water set for a couple of hours in a jar next to the bowl.)

In either case of fin rot, or fin nipping fish you want to be sure he's in clean water. An antibiotic might help in the case of fin rot. 1-2 teaspoons of salt per 5 gallons, or adding something like stress coat or methylene blue might help both cases. Generally if you caught fin rot it early just keeping his water clean is enough. Fins damaged by other fish are prone to inflections.

PS- Yes they grow back if the base of the fin isn't damaged.

I never heard of a beta losing it's fins, unless another fish is in the tank with him.

How did he lose his fins..is there another fish with him? Yes, they can grow back..you can help it along by getting a treatment for the water made especially for bettas..it will most likely have Aloe Vera in it..this will help his fins heal.

is there another (male) beta in the tank with him? they will attack each other's fins. maybe he has some sort of fin rot/fungus and that is destroying the fins. do you have any sharp objects in the tank? that could snag the fins. they'll probably grow back, but i wouldn't know.

As mentioned above another fish may be "Nipping" them.
Another is a Fungus called; "Tail Rot" the pet shops sell medicine for this, just ask and follow directions.

Usually Ick fish treatment will take care of this problem and they should grow back
