Nay, not at all.
Any idiot could see that it was a toy with a gun wrapped round it and a knife in it's hand. The gun was too small too be real and also the "cat" wasn't real (it's eyes look funny). I bet it was doctored. My 6 yr old sis saw and said: "Look at the funny cat. It's eyes are so unreal"
If it was a real cat the pic must have been taken with it facing the light (any photographer can do it) or else the eyes were faked up by digital technology. (I remove redeyes from my digital photos) and pitting them is easy)
But, if you want me to say it's scary, for 10pts i'd say," IT SCARED THE HELL OUT OF ME, I JUST CHECKED MY CAT!"
