it may not be the flapper. try replacing the flush vavle( the toilet part that the flapper rest on) it may have a crack. if not make sure u have the correct flapper size. could be to small

Besides the flapper valve getting warped (this accelerates when you put those chemical discs in the tank), you can also have a bad edge on the seal to the flapper valve. Turn off your water at the toilet, take off the tank lid, and hold down the flush handle to empty the tank. While holding down the flush handle, run your finger around the opening the flapper valve covers and see if you see a rough spot or crack.
If the top surface is bad, you can buy a flapper replacement that comes with a replacement surface for the flapper to rest on. This typically comes with a glue/puddy ready to put in place.

the seet where the flap goes into maybe cracked or chipped. Make sure the chain from the handle is long enough but not too long. You may have to replace all the guts.

check all the bolts attached to the tank clean any buildup from the water, the opening and flap might not be compatible.
