HOWEVER, what is your definition of sex. If you're referring to penetration, then that depends upon ones functionality (Of course that can be achieved by a pump).
But sex is really a function of the mind. Just remember, there are all kinds of other things a person can do without an erection.

depends on his health condition. I know about a girl who is a paraplegic but sexually active.
