Theyre two versions of the same set. First pitch is designed and priced to attract younger collectors. Of course I buy them and i"m 47

I imagine a broadcaster when saying something along the lines of "upper deck first pitch", he was referring to an instance of when a batter swung on the first pitch of his at-bat and hit a homerun that landed in the upper-deck seating of the ballpark. Or he could have been a broadcaster describing the first pitch thrown to a powerhitter as being a "meatball" that could have easily ended up in the upper-deck had he swung. Broadcasters make up baseball terms all their own sometimes. It is just some stick over time and become more commonly used...usually if it occurs often. Something like an "upper-deck first pitch" wouldn't happen all to often. And usually broadcasters are too busy describing the swing and hit than the pitch that came before it besides that it was not a good location and/or selection.
