Research, research, research – this cannot be stressed enough. Read as much as you can about the industry. Here are some book titles that are relevant:

* Strategies for Web Hosting and Managed Services by Doug Kaye
* Setting up a Web Server by Simon Collin

That depends if you do the hosting, or just resell. If you just resell, that is sell someone elses hosting plans, then costs are minimal... just owning and maintaining a website, promotion, etc. If you do the hosting yourself you got those then hardware, business costs, etc etc etc... LOTS of money... tens of thousands... probably more...

not any costs at all, have you heard of reseller hosting? you could join resellers such as ati domains and resell their plans, keep the profits and act as the main host (but you are a reseller)
