If I'm right, narcotics terrorism is the act of creating terrorism and public unrest and endangering through the direct and indirect use, manufacturing and transporting of narcotics and drugs. An example would be.... organized crime syndicates killing, kidnapping, and using threats to force, say, business owners to allow them to store and transport drugs through the owners legitimate business. Or drug cartels destroying a city and killing it's citizens by having shootouts and bombings with rival elements over territory. The same goes for warlords who create militias and ravage a country and use drugs as a means of creating income. I guess this is a new term used to create a new method to go after targets that would probably be more difficult to hunt down using the usual reasons. It seems nowadays it is easier to hunt and extradite criminals using terrorism as the ruling as opposed to another crime like, weapons violations, or drug trafficking.

I am fairly certain that is is the process of tainting narcotics so that it is fatal to take it. It kills thousands.
