Sounds like something that might need a repair ;)
If you run WinXP you can do a restore to a previous point, see if that clears the problem... if not you could pop the CD in and reboot - see if you can repair the installation.
If you're really brave you could do a reinstall....
Sounds to me like windows explorer isn't running... if you press Ctrl + Alt + Del and you get the popup window showing running processes, you can start explorer from there..
Still better - it could be that explorer doesn't start properly at bootup. That gets more complicated but do-able.... try the first things first (with the repair cd etc)

If you had the system restore option on, you can just go back to the last good date. If you've backed up data on CD or DVD, did you put that on there?
