Just use about 2" of sand. First put your stepping stones down where you want them for a few days to kill the grass underneath them. Then mark around each stepping stone with a shovel. Remove the stepping stones and dig out where you have marked and where the dead grass is. Dig down enough to add the 2" of sand and so that the stones will be flush with the rest of the lawn. Add or take away sand as needed to keep the stone level so it doesn't wobble around.

If you plan on moving the stepping stones around, any at all, in the future, stick with a couple of inches of sand.

If you have selected where you want the stones to stay, then use mortar, not cement.

Mix the mortar according to directions, throw down a couple of inches of it, where you want the stone to set, and then gently tap the stone to where it is level. A string, or long straight edge, or level, will be handy, in making sure the stones all end up at the same height. If you get one that you've tapped too low... simply lift it up, and throw some more mortar under it, and tap it down again.

After setting the stones, you have the option of filling in around them with your choice of fill..... peat moss, grass, pea gravel, sand, etc.

Have Fun!

You put a base of sand over the dug out soil then a layer of crushed gravel, very fine crushed.
