It's against the law for cell phone companies to give out personal information on their users. Even police can't get at that information without going through a mess of stuff.

There are sights on the web that sell the information. Whether they have the exact one your looking for is debatable, but in most cases you'll have to pay them, even to find out they don't have it.

The only way to get someone's cell number is if they have called you and you have caller i.d. One other way is to know someone who can give you the number. Other than that my friend there is no way.
